Industry Standard or Sub-Standard?

A consultant recently told us for industry standard servers it appears HP is the only major vendor still delivering support services the old fashioned way. By that he meant only HP intends the term four hour on-site response to mean after a customer places a service call to HP they would have either problem resolution or a technician on site within four hours.
